Risk-based auditing provides a methodology to link Internal Auditing to an organisation's overall risks and the organization's management of risk. The concept of RBA is to design an audit program with audit priorities that reflect the risks of the organization, and evaluates the efficacy of the actions taken by the organization's management, executive and Board to identify, assess, monitor and respond to its risks.

Internal Audit resources are therefore used efficiently on the organization's more important, higher value and higher risk items. In turn, this helps Internal Audit to provide assurance that the organization's risk management processes are sound and managing its material risks effectively.

Risk-based auditing points to where the greatest impact can be achieved and where internal audit can make a significant difference to the organisation.

It includes reference to relevant risk management standards like AS/NZS/ISO 31000: 2018 and COSO ERM 2017 and to the International Standards for the Professional Practice of Internal Auditing.
